Taiwan/France Higher Education Leaders Forum

From June 16 to 18, the University of Lille hosts a major meeting between French and Taiwanese higher education leaders.

The 2025 Taiwan-France Higher Education Leaders Forum will mark a momentous occasion as it will bring together university presidents and higher education leaders from Taiwan and France in an in-person gathering. The 2025 edition will be held at the University of Lille, located in the north of France. This forum will serve as a dynamic platform for sharing the latest initiatives of higher education and research policy. During this event, you will get the opportunity to share, learn and discuss about successful bilateral cooperation projects between French and Taiwanese Institutions.

2025 special French-European edition: A unique opportunity to meet French and European Institutions

Located only 100km from Lille, Brussels represents a gateway to meet European Union Institutions. On the second day of the forum, France Universités invites the participants to join their premises in Brussels, at Maison Irène et Frédéric Joliot-Curie. This unique site brings together French operators in higher education, research and innovation who wish to pool their resources and coordinate their work with European institutions and other European networks in Brussels. The Forum participant will meet some of those stakeholders.

Matthieu Becuwe

Matthieu Becuwe is currently a professor of chemistry at the University of Picardie Jules Verne. His internationally recognised scientific expertise focuses on organic materials for electrochemical energy storage (batteries). In this capacity, he participates in several national and international projects as a coordinator and/or partner. Since 2024, he has been coordinating the France 2030 Excellence in all its forms project ‘E-SENSE’, which aims at creating a graduate school on the theme of energy (sustainable transformation, storage sciences, current and new uses, territorial impacts) within the framework of the A2U alliance. In addition to developing innovative research (involving 18 research laboratories in technological and human sciences), this project includes a major training programme that aims to set up, over a period of 10 years, an integrated and ‘à la carte’ training programme based on a skills-based approach in order to train the scientists of tomorrow. Since March 2025, he has been Deputy Vice-President in charge of major research and teaching projects at the UPJV.

Nil Toulouse

Nil Özçaglar-Toulouse is professor of marketing at the University of Lille. She is currently vice-president in charge of International and European Affairs at the University of Lille. She has been nominated vice-president in charge of Scientific edition and Open Science at the French Marketing Association in May 2022. She has been a regular visiting professor at the University of Wuhan, China, at the University of
Southern Denmark, at the University of Galatasaray and at the University of Ege, Turkey.

Her research topics focus on theoretical issues in transformative research and in consumer culture theory (consumer resistance, ethical consumption, acculturation, identity projects); social marketing and public policy implications (e.g., immigration, fair trade, sustainable development). Her research has appeared in Organisation Studies, Recherche et Applications en Marketing, Revue Française de Gestion, Décisions Marketing, Marketing Theory, Consumption, Markets and Culture, Journal of Business Research, Journal of Business Ethics, Journal of Marketing Management, etc.

She also served as a co-editor for “Marketing management: a cultural perspective” (2020, Routledge) and “Le commerce équitable: entre utopie et marché” (2008, Vuibert). She is a co-founder and former president of FairNESS (Network on Exchanges in Social Sciences). She has been the editor of the Journal “Recherche et Applications en Marketing” (2014-2018). She is currently serving on the Editorial Advisory Board of the journal Recherche et Applications en Marketing, and on the Editorial Review Board of Consumption Markets & Culture, Journal of Marketing Management, Qualitative Market Research and Journal of Marketing in Brazil. She remains active in the French Marketing Association, the Association for Consumer Research, and the Consortium of Consumer Culture Theory.
 

Jean-François Huchet

Jean-François Huchet is currently President of the University for Oriental Language and Civilization in Paris (Inalco) and professor of economics at the faculty of China's studies at Inalco. He is also vice-president of France Universités. He was vice-president for research of INALCO from 2017 to 2019. He was director of the Centre for Asian Studies (ASIEs) at INALCO from 2014 to 2017. Between 2006 and 2011, he was director of the French Centre for Research on Contemporary China (CEFC) a French National Research Center (CNRS) research institute based in Hong Kong, and director of the Academic Journal "China Perspectives". He was based in Asia for 18 years and has occupied several academic
positions as senior research fellow at the French Centre for Research on Contemporary China (CEFC) in Hong Kong between 1997 and 2001. He was also senior research fellow at the Maison franco-japonaise in Tokyo between 1993 and 1997 and PhD researcher at Beijing University from 1987 to 1991. He has received his PhD of economics from the University of Rennes (France) in 1993. His research and publications have focused on the role of the state in economic development in China and India and on the global consequences of China’s economic  development. He has published numerous articles and books on the Chinese economy. His books and articles include: The Environmental Crisis in China (in French), Paris, Presses de SciencesPo, 2016 ; China and India in Central Asia, A new Great Game?, New York, Palgrave Macmillan, 2010, 254 pp. ; "Impact of 1989 on the Emergence of State and Authoritarian Capitalism in China ", in Jacques Rupnik and Christian Lequesne (eds.), 1989: Europe and the World transformed, London, Routledge, 2011.

Luisa Shu-Ying Chang

Prof. Luisa Shu-Ying Chang currently serves as Executive Vice President of Taipei Medical University, where she plays a key role in shaping the university’s international strategy and academic development. With a Ph.D. in Latin American and Spanish Literature from the Complutense University of Madrid, she brings a rich background in the humanities to TMU’s health sciences–focused environment.

Since joining TMU in 2023, Prof. Chang has been dedicated to strengthening the university’s global engagement, fostering partnerships across Europe, Asia, and Latin America. She has actively promoted interdisciplinary dialogue, expanded global research collaboration, and supported the internationalization of faculty and student development.

A Foreign Academician of the Royal Spanish Academy and President of the Taiwanese Association of Hispanists, Prof. Chang also contributes to Taiwan’s cultural diplomacy. At TMU, she advocates for integrating global perspectives into healthcare education, aiming to cultivate future medical professionals with international vision and cross-cultural competence.

TMU has welcomed students from more than forty nations to join us. Our eleven colleges and six affiliated hospitals regularly host international students for short-term programs, medical electives, and research or laboratory internships. These visiting students will closely work with our faculty members, researchers, and clinical professionals to reinforce their learning in different contexts.

Pascal Cerruti

Pascal Cerruti, Director, Public Affairs, Europe, ProLogium

Pascal Cerruti brings multi-sector expertise spanning semiconductors, biotech, energy, and mobility, with a background in marketing, sales, and corporate communications that has seen him collaborating closely with C-suite leaders to drive strategic impact. In his current role, Pascal leads ProLogium’s public affairs efforts across Europe, building trusted relationships with policymakers, institutional partners, and local stakeholders. Working hand in hand with CEO Vincent Yang, he supports the company’s long-term growth by promoting safe, sustainable solid-state battery solutions that contribute to Europe’s industrial renewal and energy transition.

Joyce Yu-Jiuan Lee

Joyce Yu-Jiuan Lee is currently Director General of the Department of International and Interstate Education at Taiwan's Ministry of Education. With a doctorate in education from the National Taiwan Normal University, she has held various strategic positions within the Ministry, notably in the fields of higher education, teacher training, arts education and lifelong learning. She also worked internationally as Cultural Secretary at the Taipei Representation in France. Recipient of several awards for her commitment to public service, she has also completed high-level training courses at New York University and the Dutch Academy of Public Administration.

Yassine Lakhnech

The career history of Yassine Lakhnech, President of UGA Graduate of the University of Kiel in Germany and specialized in program verification and provable security, links between logic and
computational models, Yassine Lakhnech is a Professor at Université Grenoble Alpes (UGA). He has been involved in the leadership of major university projects, including the Persyval-lab LabEx (Laboratory of Excellence in Pervasive Systems and Algorithms), the PILSI building project (Innovation, Software and Intelligent Systems Centre) and the Initiative of Excellence Université Grenoble Alpes (Idex – prestigious label which distinguishes a dozen university sites in France). He assumed various academic responsibilities such as deputy vice-president for research, vice-president for research and executive director in charge of research and innovation for the Initiative of Excellence UGA. 

In January 2020, Yassine Lakhnech became President of Université Grenoble Alpes, which now includes 3 component institutions: Grenoble INP, Graduate schools of Engineering and Management, UGA – Sciences Po Grenoble, School of Political Studies, UGA – ENSAG, School of Architecture, UGA and 3 academic divisions: Faculty of Science, UGA – University School of Technology, UGA – Faculty of Humanities, Health, Sports and Societies, UGA.

President of the UGA since January 2020, he was re-elected on 16 May 2024 to head the UGA. Yassine Lakhnech also sits on the Board of Directors of Udice, an alliance of 10 leading French universities working for research excellence, higher education performance, and the development of attractive innovation ecosystems. He has been President of the Research and Innovation Council of France Universités from 2022 to 2025.

Régis Bordet

Régis Bordet is the President of the University of Lille, doctor of medicine, neurologist and clinical pharmacologist. He obtained a PhD in experimental pharmacology in 1999. He is Professor of medical pharmacology at the University of Lille and hospital practioner at the Lille University Hospital. R. Bordet is involved in both scientific and management activities.

R Bordet is the head of a research unit dedicated to ‘Degenerative & vascular cognitive disorders’ in the Lille Neuroscience & Cognition (Lille University, INSERM, Lille University Hospital). As expert in the field of neuropsychopharmacology, he has an international visibility on studies of symptomatic and disease-modifying drugs in different brain diseases with cognitive consequences (stroke, Parkinson’s disease, Alzheimer’s disease). He is recognized in the development of biomarkers to assess the effect of drug on cognition during their development. He is the principal investigator in several cohort studies (about 1500 patients, 35 000 blood samples, 1200 imaging) and of clinical trials (on going trials : pharmacog-study2 and study3 ; CEOPS study ; THN201 study). He developed an experimental and clinical facility (associating cognitive and behavior assessment, EEG, imaging, biobanking) to explore cognition in animal, healthy volunteers and patients. He was medical and scientific head of IMI Pharmacog project (2012-2017).

He was head of the Lille Institute dedicated to Predictive Medicine and Therapeutic Research from 2006 to 2012. He was vice-president for research from 2012 to 2017 at the Law and Health University of Lille, vice-president to strategy from 2018 to 2020 at the University of Lille, and head of the Lille Excellence Initiative. He was elected as President of the University of Lille on December, 2021.

Chih-Wen Kuo

 

Professor Chih-Wen Kuo received his Ph.D. degree from the University of Texas at Austin in 1991 and started to serve in National Sun Yat-sen University the same year. He is a professor at the Department of Electrical Engineering and the Institute of Communications Engineering. His research interests include time domain numerical method developments with applications to scattering, EMI, antenna designs, and planar circuit designs. He received the Distinguished Professorship in 2019.

In addition to his academic achievements, Professor Kuo has held several key administrative positions at National Sun Yat-sen University. He served as Vice President for International Affairs from 2012 to 2022. Since 2022, he has also taken on the role of Acting Dean of the School of Banking and Finance. He currently serves as the Senior Vice President of the university, continuing his commitment to leadership and institutional development.

Rosaly Datchi

Rosaly Datchi is a policy officer currently working at the Delegation for European and International Affairs (DAEI) of the French Ministry of Higher Education and Research. She works at the department B1 responsible for the following-up of the strategies and policies for the European higher education and research areas.

Rosaly Datchi is in charge of EU policies and programmes for higher education, in particular the monitoring at national level of the European Erasmus + programme and the European Universities Initiative in particular. She has previously worked for a number of French higher education institutions (Université Paris Cité and Sorbonne Université) and also for the French Ministry of Culture. She also has experience of working at the European Commission (European agency for education EACEA) and DG INPA, where she was responsible for monitoring the former European programmes (external cooperation strand) Erasmus Mundus and Tempus IV for Central Asia and Asia regions.

Cécile Nouvel

Cécile Nouvel has been appointed as the new Vice President for International Strategy at Université de Lorraine, a position she will take up on 1 January 2025. She is a Professor at ENSIC (École nationale supérieure des industries chimiques, the Chemical engineering School of Université de Lorraine) and a researcher at the Reactions and Chemical Engineering Laboratory (LRGP), affiliated withby both CNRS and Université de Lorraine.

She graduated as a Chemical Engineer from ENSIC in 1999 and earned her PhD in Chemical Engineering from the Institut National Polytechnique de Lorraine (INPL) in 2002. Following a postdoctoral fellowship at the University of Nottingham (UK), she held several academic positions at Université de Lorraine and was appointed Full Professor in 2015. Between 2009 and 2010, she also held the position of Visiting Professor at the University of New South Wales (Australia).

Her internationally recognized research expertise focuses on polymer product engineering, particularly in the formulation and shaping of polymer materials through extrusion and 3D printing. From 2016 to 2021, she headed ENSIC’s International Relations and contributed to the university’s European and international strategy.

Wan-Yu Tsai

Wan-Yu Tsai is a Junior Professor at IEMN in Lille University. She received her B.S in Materials Science and Engineering at National Tsing Hua University (Hsinchu, Taiwan). She then received the Erasmus Mundus full scholarship to attend a master program dedicated to Materials for Energy Storage and Conversion (MESC) in France and Poland and further pursued her Ph.D. degree in Materials Science at Paul Sabatier University (Toulouse, France) in 2015. After graduation, she joined the Center for Nanophase Materials Sciences at Oak Ridge National Laboratory (ORNL, USA) as a postdoc. She then became a staff scientist in 2020 working with the Energy Storage Group at ORNL before she joined Lille University in 2023. Her research focuses on multimodal advanced characterizations, primarily using Atomic Force Microscopy and pairing up with other techniques, to investigate the interfacial properties in different energy storage applications.

Kao W. John

Prof Kao is the President and the CL Liu Chair Professor at the National Tsing Hua University (NTHU) in Taiwan. He was the immediate-past Vice President and the Chair Professor of Translational Medical Engineering at the University of Hong Kong (HKU). While at HKU, he was the Head of the Institute for Translational Research at the Hong Kong Science and Technology Park to support the growth of the biotech ecosystem in Hong Kong. Before joining HKU, he was the Vilas Distinguished Achievement Professor of Pharmacy, Surgery, and Biomedical Engineering at the University of Wisconsin – Madison in the US where he also served as the Associate Executive Director of the Institute of Clinical and Translational Research. The Institute was funded by NIH NCATS in one of the largest federal grants at UW.


Prof Kao obtained a Bachelor and a Master degree in Biomedical Engineering from the Johns Hopkins University and Case Western Reserve University respectively, he also received a PhD in Macromolecular Science from Case Western. He subsequently worked at the California Institute of Technology and Swiss Federal Institute of Technology. Prof Kao has wealth of experience and extensive insight into the development of biomedical technologies across academia and industry. He is an elected fellow of the American Institute of Medical and Biological Engineering, and the International Union of Societies for Biomaterials Science and Engineering. He is on several editorial boards and his extensive involvement with industry, regulatory and policy bureaus has enabled him to build a successful record in translating enabling technologies to the market. He has mentored more than 100 undergraduate, graduate, post-graduate students, and clinician scientists from around the world.

Cheng-Chih Wu

Cheng-Chih Wu received the B.Ed. and M.Ed. degrees in industrial education from National Taiwan Normal University and the Ph.D. degree in science education from The University of Texas at Austin. His research interests include K-12 computing curriculum, e-Learning, and ICT-integrated learning. He is a distinguished professor in the Graduate Institute of Information and Computer Education, National Taiwan Normal University. He plays a key role in Taiwan's K-12 computing education, including leading the task force on national ICT education master plan and chairing the national K-12 computing curriculum committee. He also serves as the National Research Coordinator of IEA's ICILS 2023 program that investigates students' computer and information literacy as well as computational thinking in Taiwan. He was the chairperson of the Department of Information and Computer Education (now a graduate institute), director of Information Technology Center, Vice President for Academic Affairs, and Executive Vice President in National Taiwan Normal University, and is now President of the university.

 

He is also the current Chairman of the Foundation for International Cooperation in Higher Education of Taiwan as of February 2023. For more than 15 years, FICHET has served a key role in promoting international academic cooperation and represents 117 universities and colleges as permanent members to date.

Edmond Abi-aad

Edmond ABI-AAD, President of ULCO
Edmond ABI-AAD was born in Lebanon in 1966. In 1992, he obtained a D.E.A. in Spectrochemistry from the Université des Sciences et Technologies de Lille, following a Master's degree in Chemistry from the Lebanese University. In 1995, he was appointed Temporary Teaching and Research Associate at the Université du Littoral - Côte d'Opale.

The same year, he defended his doctoral thesis at the University of Lille. A senior lecturer at ULCO since September 1997, he has been heavily involved in the life of the establishment in three areas: teaching, research and administrative responsibility. In 2004, he obtained his Habilitation for Research Direction at ULCO, and in 2005 was appointed as Full Professor.

Edmond ABI-AAD is the co-author of more than a hundred refereed scientific articles, two books and 5 book chapters, as well as around 200 papers presented at national and international conferences. He is the director or co-director of 26 theses, defended or in progress, and is responsible for major research projects. He has held numerous positions within the institution. From 2012 to 2016, he was ULCO's Vice-President in charge of relations with the regions, industry and the economy, and from 2016 to 2020 he was First Vice-President in charge of the Board of Administration. From December 2020 to November 2024, Mr. Abi-Aad was First Vice-President, Vice-President of the Research Commission and President of the Academic Council. In December 2024 he was elected President of the University.

Béatrice Khaiat

Béatrice Khaiat is Deputy General Director of Campus France, the French national agency for the promotion of higher education, international student services, and international mobility since march 2022, after two mandates at the head of the Agency.
From 2007 to 2009, she was Deputy Secretary general of the French Presidency of the European Union. She has also occupied key positions in ministers’ private offices including the former Ministers of higher Education, Claude Allègre and Jack Lang (1997-2000), and the former Prime Minister, Jean-Marc Ayrault(2012-2014).
Béatrice Khaiat holds degrees from ESCP-Europe, Sciences-Po Paris and Johns Hopkins University.
Béatrice KHAIAT was appointed Chevalier in the Order of Legion d’Honneur in 2015 and Officer in the National Order of Merit in 2019.

Sylvie Retailleau

Sylvie Retailleau is a University Professor in Physics and Electronics at the University of Paris-Saclay. She served as the Minister of Higher Education and Research from May 2022 to September 2024. Prior to her ministerial role, she was President of the University of Paris-Saclay from March 2020 to May 2022. She also led the ComUE "Université Paris-Saclay" in 2019 and was President of the University of Paris-Sud from June 2016 to January 2019. Additionally, she served as Dean of the Faculty of Sciences at Orsay from September 2011 to May 2016.

She is a member of several prestigious boards and committees, including the supervisory board of the Institut Curie, the Erasmus Circle, the HFSPO Grand Review High-Level Recommendation Panel, the Portiqo Think Tank, the Board of the University of Lorraine, the scientific council of ESIEE,the board of IHU PRISM, the Board of the CentraleSupelec Foundation, and the steering committee of CMA CAP ELENA (Electronics in Nouvelle Aquitaine).

Previously, she was President of the Research Commission of France Université and a member of the boards of major institutions such as CNRS, INRIA, CEA, ENS Ulm, and ENS Paris-Saclay. She also served on the board of Telecom Paris Tech and the Board of Campus France.

Her research focuses on physical modeling, circuit simulation, and the development of innovative architectures for future generations of integrated components. She led a research team called "Integrated Quantum Components for Nanoelectronics," authored approximately 140 international publications, supervised 11 PhD theses, and participated in or coordinated numerous European, industrial, and ANR projects.

Sylvie Retailleau has been decorated as a Knight of the Legion of Honor and an Officer of the National Order of Merit.

Shu-San Hsiau

Dr. Shu-San Hsiau, President and Kwoh-Ting Li Chair Professor at National Central University (NCU), holds a Ph.D. from Caltech and a B.S. from National Taiwan University. With over 30 years of experience, he has held key roles at NCU and in national programs, including Dean of Engineering, Director of interdisciplinary research centers, and leader of the MOE’s Sustainable Energy Talent Program and the NSTC’s Hydrogen Energy Project.

An internationally recognized expert in energy technology, thermal-fluids, and biomass conversion, Dr. Hsiau has published extensively and serves on editorial boards of major SCI journals. He is a Fellow of two leading engineering societies and has received the TECO Award, MOST Outstanding Research Award, and multiple teaching and academic excellence honors.

Jia-Yush Yen

Professor Jia-Yush Yen received his B.S. degree from National Tsing-Hwa University, Taiwan, in 1980, the M.S. degree from the University of Minnesota, USA, in 1983, and the Ph.D. degree from University of California, Berkeley in 1989, all in mechanical engineering. He then joined the Mechanical Engineering faculty of National Taiwan University, where he served as the Department Chair, the Director of Tjing-Ling Industrial Research Institute, and the Dean of the College of Engineering until 2017. In 2021, Prof. Yen became a professor in the Department of Mechanical Engineering at the National Taiwan University of Science and Technology. He is also the Present of the University.

Prof. Yen also served as the Chair of the Automation Area for the Ministry of Science and Technologies, Taiwan. He was the president of the Chinese Institute of Automation Engineers, Taiwan (CIAE), and the Present of the Chinese Automatic Control Society, Taiwan. He also served in numerous academic positions, including the Director of the NTU Research and Development Center for Medical Devices, the NTU Research Center for Intelligent Machines. He is a fellow of the ASME, the CIAE, the Robotics Society of Taiwan, and the Chinese Society of Mechanical Engineering.

Dr. Yen received twice the Outstanding Research Award from the Ministry of Science and Technologies, Taiwan. He also received numerous compliments from the government for his public service. His research interests are in the areas of mechatronic systems, computer peripherals, and nano-manipulations.

His career is marked by bold ideas and transformative breakthroughs. His work on nanomaterials and nano-coating technologies has redefined the boundaries of lithium-ion battery performance and safety. Early in his career, he conducted cutting-edge research at the Russian Academy of Sciences and Taiwan's Industrial Technology Research Institute (ITRI), before teaming up with ProLogium Founder Vincent Yang at Ultralife Taiwan, Inc. (UTI). Their enduring collaboration of over 20 years has laid the foundation for ProLogium’s leadership in solid-state battery innovation.

Professor Lin has extensive academic work experience, especially in diverse cultural settings and high-level leadership positions. He works in the Department of Education and serves as the Vice President for Teacher Education at the National Taiwan Normal University. He served in various leadership positions, including the Associate vice president for Academic Affairs, head of the Center for Teaching and Learning Development, Deputy director of the Office of Bilingual Education and the Ministry of Education Funded Resource Center for EMI, deputy head of the Department of Education and head of the Practicum Office in the College of Teacher Education at the National Taiwan Normal University. Before starting at NTNU, he worked at Bournemouth University and the National Institute of Education, Singapore.

His scholarship is recognised nationally and internationally, and he has established close working relationships with many world-renowned Institutes. In 2018 and 2019, Prof. Lin was a visiting professor at the Faculty of Education, Kyushu University, Japan. He was also an adjunct professor at the Education University Hong Kong (2021 to 2023). In 2023, He became an Honorary Professor at the Institute of Education, University College London. His research interests include education policy and leadership, bilingual education, media literacy, comparative education, and multicultural education. In the past decade, Prof. Lin published over 80 papers and book chapters and conducted 30 research projects.

Vincent Brémond

My name is Vincent Brémond, and I was born on September 22, 1986 in Nice. From a young age, I have been drawn to culture and the arts, which led me to study at the Fine Arts school and then in Art History. Alongside this artistic journey, I developed a strong interest in international exchange, which inspired me to get involved in international relations and intercultural projects.

Thanks to these experiences, I have gained a better understanding of the challenges of international cooperation, intercultural dialogue, and student mobility. They have given me the opportunity to participate in exchange programs, collaborate with people from different nationalities, and discover the richness of diversity.

I joined the University of Lille in 2017, where I am actively involved in student and cultural life. My role involves organizing events, leading workshops, and supporting international students, PhD candidates, and researchers throughout their academic journey. In 2020, I was appointed Head Manager of the International House at the University of Lille. In this position, I coordinate the welcoming of international guests, develop tools and services to improve the reception of our international community, and promote the emergence of a multicultural, open, and dynamic environment.

My career, at the crossroads of the arts and international relations, reflects my desire to build bridges between disciplines, cultures, and individuals. Today, I am proud to contribute to the cultural and international influence of Lille, making the university a place for exchange, creativity, and innovation.

Gregory Wegmann

Gregory Wegmann is currently Professor in Management, Vice President for European and International Policy at “Université Bourgogne Europe” (formerly “Université de Bourgogne”, University of Burgundy) and Director of the French Center since 2019. Before, he served as Vice President in charge of Education and Dean of the IAE Dijon School of Management in the same university.

Gregory Wegmann got a PhD in Management from the University Paris 1 – Pantheon Sorbonne in 2002 and the Ability to Supervise Doctoral Students in 2009 at the University of Nice. His research focuses on management control and international comparisons.

As Vice President for European and International Policy, he has developed international partnerships, particularly in Asian countries, Europe, and North America. He has built close ties in Taiwan, particularly with NTNU. Since 2019, a significant part of his work is devoted to the European alliance Forthem, which is a major strategic dimension of his university.
